The US Department of Justice has charged Ilyas Sabirov, CEO of Sovtest Comp and Cosmos Komplekt, with illegal export. He was blacklisted by the US Department of Commerce.
Charges were also brought against two Bulgarian citizens – Dimitar Dimitrov and Milan Dimitrov. The Ministry of Justice believes that all three used the Bulgarian company Multi Technology Integration Group EEOD (MTIG) to receive controlled goods from the United States and send them to Russia. “According to the export control law, goods could not be shipped to Russia without the permission of the US government,” the Justice Department said.
Sabirov and the Bulgarian citizens were charged on three counts: two of them relate to violation of export control laws, and the other to money laundering. In addition, Milan Dimitrov is accused of making false statements to the government. Each of the paragraphs provides for up to 20 years in prison.
According to the Ministry of Justice, Sabirov not only manages the companies “Cosmos Komplekt” and “Sovtest Comp”, but also controls MTIG. The ministry also said that Dimitar and Milan Dimitrov “worked for Sabirov in the companies” Cosmos Komplekt “and MTIG”.
The US Department of Commerce announced sanctions against Sabirov and his two companies on the evening of December 18, accusing him of links to MTIG, which also fell under restrictive measures. The ministry believes that Sovtest Comp and Kosmos Komplekt purchased radiation-resistant parts and other sensitive electronic components through a Bulgarian company without the necessary licenses.
Sabirov told RBC that he did not understand the reasons why he and his companies were on the sanctions list. He noted that cooperation with American companies was terminated back in 2014 due to the introduction of restrictions on the supply of element base for spacecraft. According to Sabirov, his companies at one time received the status of a broker for US strategic products and received a State Department license to localize the production of radiation-resistant microcircuits for the needs of the Ministry of Defense, Rosatom and Roskosmos. The license is valid until 2021, but the decision of the US authorities “puts an end to the prospect of further cooperation,” he added.
According to the RBC Company, Sovtest Comp was registered in 2000, the authorized capital of the company is 13,200 rubles. Her activities are related to the use of computers and information technology. Kosmos Komplekt was registered in 2011, the company has five founders: in addition to Sabirov, among them Viktor Chaly, Boris Kozhevnikov, as well as Dimitrov Alexander and Dimitrov Dimitar. Kosmos Komplekt specializes in the production of parts and accessories for aircraft and spacecraft. Its status as of December 18, 2020 is liquidated.
