Rome (dpa) - Italy plans to host an international conference on Libya on November 12-13, Foreign Minister Enzo Moavero Milanesi said Tuesday. The conference should take place in Palermo, Moavero said during a Senate hearing. The first day will focus on talks between Libyan leaders, and the second on talks between members of the international community, he said.Libya, an oil-rich former Italian colony that has become a migrant trafficking hub, has been in turmoil since the NATO-backed ouster of its former strongman Moamer Gaddafi, in 2011.The country has two rival governments: one based in Tripoli, recognized by the United Nations; and another in the eastern city of Tobruk. There are also dozens of militia groups vying for power.
