Bent rear stay?

So I was starting to sand my frame down and I've noticed this bulge in my rear stay on the non drive side. I thought it may be built up paint from a bad job but its metal. Stay looks straight. Frame seemed to ride straight. Is this a manufacture defect or from a collision, or a fall?
