On a recent weekday evening, Bastrop’s small downtown was quiet, with a few pedestrians checking out the restaurants. Along its highways and other prominent spots, there were no protests, no billboards declaring the U.S. Army a threat to liberty — no sign at all, really, that Bastrop is enmeshed in the controversy over Jade Helm 15.
