Driving takes its toll: 'Pay-by-the mile' schemes back on the agenda

Pay-by-the-mile road tolls, or 'road pricing', is an idea that was killed off by public opposition around 15 years ago. But it is now set to make a comeback. And this time it's most likely set to stay.
