While hearing a suo motu PIL over an incident of misuse of authority and force by a traffic cop in the city against a 'trivial traffic offence', the Gauhati high court observed police might have the authority to control the traffic but the same cannot be handled as a tool to violate the fundamental rights of the citizen.
