The Defence Offset Facilitating Agency in the ministry is the nodal body for negotiating offset contracts whether in the defence sector or non-defence sector depending upon matching demand and supply. Many countries have established an offset facilitating agency so that it can take independent decisions in national interest. These countries include Canada, Saudi Arabia, Brazil, Israel, Spain, and Japan, according to a CUTS statement.
