Declassified papers reveal Former NI secretary refused to say sorry for Bloody Sunday

Northern Ireland Secretary Sir Patrick Mayhew told the Irish Government that Britain would not apologise over Bloody Sunday as that would be accepting liability which "could not be justified", papers have revealed.
