The plenary also decided to confer permanence in CWC for former presidents and prime ministers, paving the way for Sonia Gandhi, Rahul Gandhi and Manmohan Singh to be in the top-most body without election or nomination. The Congress leadership also decided to authorise the party chief to nominate the entire Congress Working Committee.
