ET has learnt that state-owned China Harbour Engineering Corporation (CHEC) has stepped up lobbying with Lankan government officials to build an elevated highway connecting the New Kelaniya bridge at the entrance to Colombo city and Athurugiriya on its outskirts. The company is mired in controversy with an ongoing investigation by the Lankan Commission to Investigate Allegations of Bribery and Corruption (CIABC). This project is also being contested on the basis of negative environmental consequences.
