Toledo and other cities are stepping up their efforts to attract small-scale manufacturers, those artisans and makers of culinary delights that, with a little nudge, can leave their garages and home kitchens to fill vacant storefronts, said panelists Monday at Bowling Green State University’s annual State of the Region Conference.
