Gov. J.B. Pritzker discloses plan for troubled downstate mental health center that would allow more than half of its residents to move

Amid reports of abuse, neglect and other mistreatment of residents at a downstate mental health facility, Gov. J.B. Pritzker announced plans to improve conditions at the treatment center and allow most of its residents the chance to move to other facilities.
