Justices N. Sathish Kumar and N. Anand Venkatesh held that police officials could not exercise judicial powers and the government orders issued in 2013 and 2014, authorising them to do so, suffer from “manifest arbitrariness and violate the principle of separation of powers under the Constitution.”
