There was a time sanctions, embargoes, provocations, war games inevitably led to war among the belligerents. That was before the advent of nuclear weapons. The world could survive such a catastrophe. That is no longer the case particularly if nuclear weapons superpowers engage in a war and a countries very existence is threatened.
