Ahead of Bilawal Bhutto Zardari's first visit to India since 2011, foreign minister S Jaishankar said that it is very difficult to engage with a neighbour that practises cross-border terrorism. Along with Bhutto, India will host Russia’s Sergey Lavrov and China’s Qin Gang for the foreign ministers' meeting.
