The Kerala government plans to seek changes in rules on dealing with stray dogs following a spate of attacks in the state. The move comes as a three-year-old girl in Kannur narrowly avoided being bitten by dogs that entered the front yard where she was playing, while a youth was attacked and a child injured in earlier incidents.
