That's similar to what we've seen from Diablo 3
"As we've been building the game, we believed that we could create sets in a different style that's similar to what we've seen from Diablo 3. However, we've needed more time to integrate them into the game in such a way that they would fit perfectly with the rest of Diablo 4, so you won't be seeing sets when you first start into the game D2R Items." Shely explains. "We believe that sets are very cool and want to do them right - so we're looking into for the live services we're planning to offer."
"There's a staff legendary in the demo that turns the spell's fireball into three fireballs," ex-game director Luis Barriga told Polygon(opens in new tab) back in 2019. "The distinction could be due to the fact that, you know it's a set that's available in the live version of Diablo 3 gives you bonuses more in the thousands. We're thinking of designing the game at present to be a bit more limited to prevent becoming caught up in that growing Power Curve."
If you're unfamiliar the term, Set Items are typically strong pieces of gear that offer greater power when fully put together. They're "set" as they're always offering the same benefits, and also they're part of an entire set. They first came into play during Diablo 2, though it was 3 that they became extremely dominant. It remains to be seen how they'll impact what happens to the Diablo 4 meta should they arrive, though we have no doubt that their impact on the growing fashion scene will be greatly felt.
The Diablo 4 beta hasn't convinced me, yet, however I'm looking forward to playing even more (Set Items or not).
