On August 14, when Satluj waters entered Kargil war veteran Jaspal Singh’s native village Harsa Bela in Punjab’s Rupnagar district, he was under treatment for his fractured arm at a private hospital in Nurpur Bedi, around 16km away from home. By the next day, the water level in the low-lying areas had gone up to 8ft, as the villagers waited patiently for the administration to come to their rescue.
