On Wednesday, China made the announcement that it was upgrading its diplomatic ties with Venezuela to a "all weather" alliance, a label only applied to a few of its diplomatic allies. According to state broadcaster CCTV, Venezuelan President Nicolas Maduro is making his fifth state visit as president to Beijing. He met with Chinese President Xi Jinping.
