Azerbaijani Foreign Minister Ceyhun Bayramov said on September 13 that Baku was prepared to allow the Red Cross to transport humanitarian aid into Nagorno-Karabakh on a regular basis, but accused the breakaway region's de facto leaders of blocking access.
