Despite letters from Union Home Minister Amit Shah and Home Secretary Ajay Bhalla, states have yet to respond to requests for details on actions taken. The scheme, funded by the Union budget, is meant to help prisoners unable to pay fines or secure bail due to financial constraints. However, it can only be executed with state cooperation.
