CPT advocates net cost, incentive-based bus franchising for Wales

Route One (Bus and Coach) - Bus franchising in Wales should be delivered via a net cost, or minimum subsidy, model rather than the Welsh Governments gross cost approach, the Confederation of Passenger Transport (CPT) Cymru has said.
