Montreal's
long-awaited report card on its two-year-old housing bylaw forecasts the Projet Montréal-initiated regulation "should" and "could" eventually surpass the results of the old social housing inclusion policy it replaced, but the opposition at city hall and Montreal's board of trade are less optimistic and are calling for the "flawed" bylaw to be suspended.
