Zoram People's Movement (ZPM) follows the Mizo custom of seeking the advice of the elderly in decision-making. The Val Upa Council (VUC), consisting of retired IAS, IPS officers, and pastors, nominated Lalduhoma as the chief ministerial candidate. The VUC will also determine the council of ministers in consultation with the new CM. The VUC acts as an advisory body, similar to a politbureau, and ensures that the government fulfills its election promises. ZPM aims to revive the tradition of seeking guidance from elders in resolving conflicts and making important decisions.
