Florida man caught on camera throwing tiny Shih Tzu into garbage dumpster, police say

Anthony Bellman, 55, told his family he was taking their Shih Tzu Xyla to the local humane society -- but instead threw the pup into a trash bag and hurled him into a dumpster, Florida police said Monday.
