Forecasters issue
high surf advisory
The National Weather Service has issued a high surf advisory between 10 a.m. Wednesday and 4 a.m. Thursday.
The agency said breaking waves could reach 19 to 23 feet in height and advised people to avoid the water around that time.
The high surf coincides with a period of rain that was expected to start Tuesday afternoon and last into Wednesday or Thursday in the region. Forecasters expect about half an inch to an inch of rain in lower elevations to 1.5 to 2 inches in coastal ranges.

Police do not suspect intoxication as a factor in the incident.
SAN RAFAEL
Water line breaks in
Canal neighborhood
A broken water lateral disrupted service to an apartment building in the Canal area for several hours.
The incident happened at about 10:30 p.m. Saturday at 177 Canal St. Authorities closed the street between Sonoma Street and Kerner Boulevard, said Jessie Underhill of the Marin Municipal Water District.
A crew reduced the water pressure for about three hours in a main serving about 10 lines, each of which carries water to several residences, Underhill said.
“Once the leak was isolated, nine of the 10 water services were fully pressurized while water to the service under repair remained off until approximately 5 a.m.,” Underhill said.
The utility removed about 8 feet of plastic pipe and replaced it with copper pipe. The crew completed the work by 7:30 a.m. Sunday.
“The cause of the lateral service break is unknown although the age of the pipe is likely the biggest contributing factor,” Underhill said.
Firefighters noted no property damage at the scene, said Robert Sinnott, the deputy fire chief.
Police allege suspect
sold holiday fireworks
Police cited a suspect who allegedly held a sidewalk sale of fireworks for New Year’s Eve.
Anderson Espinoza Ordonez, 32, of San Rafael set up a table Saturday to sell fireworks packages along with fruit and household decorations in the 400 block of Canal Street, police Lt. Scott Eberle said. Police cited him on suspicion of two misdemeanors, advertising to sell fireworks without a license and possessing between 25 and 100 pounds of fireworks.
Marin County prohibits the sale of all fireworks all year.
Authorities received more than 40 fireworks-related in the city during the holiday, Eberle said.
