Public Protector Kholeka Gcaleka states in court papers that her predecessor Busisiwe Mkhwebane's attempts to have her jailed for 15 months for contempt of court is an attempt to harass her and the Office of the Public Protector, and to distract from the fact that Mkhwebane's litigation to obtain a R10-million gratuity has no merit.
