Forensic teams identify three victims of Sept. 11 nearly 24 years later, as 40% still unknown

Ryan Fitzgerald of New York, Barbara Keating of California, and an adult woman whose name is being withheld at the request of family are the 1651st, 1652nd, and 1653rd persons identified.
