Europeans are rattled by U.S. President Donald Trump’s threats over Greenland, and are preparing countermeasures against the United States. The tools at the EU's disposal are mostly financial instruments. These can range from steep tariffs on U.S. goods to the so-called trade bazooka. The “trade bazooka” is shorthand for the bloc’s Anti-Coercion Instrument. It includes a raft of measures for blocking or restricting trade and investment from countries that are putting undue pressure on EU member nations or corporations. The bazooka's most extreme measure would essentially close off access to the EU’s 450-million customer market. So far, most EU nations remain skeptical about using it.
