UN Chief Appoints Adela Raz to Independent Vulnerability Advisory Panel

Former Afghanistan ambassador to the United Nations Adela Raz has been appointed by UN Secretary-General António Guterres to an independent advisory panel for 2026–2030.

The United Nations said the panel aims to strengthen the Multidimensional Vulnerability Index (MVI) and provide evidence-based assessments on structural vulnerabilities facing developing countries.

Members will serve independently, contributing to the index’s three-year review cycle, tracking country progress, and offering policy recommendations to improve resilience and development outcomes.

The advisory group consists of 15 global experts with backgrounds in economic, social, environmental, and resilience policy, representing government, academia, and civil society sectors.

The panel is scheduled to hold its first meeting in 2026 and begin preparations for the first comprehensive review of the MVI planned for 2028.

The Multidimensional Vulnerability Index was developed to better capture economic and environmental risks faced by developing countries beyond traditional income-based measures.

International organizations increasingly use vulnerability indicators to guide development financing, climate adaptation planning, and crisis response in fragile economies.
