How laws will be adopted in Kazakhstan

Tengrinews.kz — The new Parliament of Kazakhstan — the Kurultai — will review draft laws in three readings. This proposal was announced by Senator Nurlan Beknazarov during the second meeting of the Commission on Constitutional Reform.
According to Beknazarov, a law adopted by the Kurultai must be submitted to the President for signature within ten days.

“The Kurultai has the right to reject a draft law as a whole by a majority vote of the total number of deputies. A rejected draft law is considered not adopted and must be returned to its initiators,” the senator said.

He also emphasized that the Kurultai will adopt laws and resolutions that are binding throughout the entire territory of Kazakhstan. Laws will enter into force after they are signed by the President.
In addition, a new rule is being introduced that requires at least three readings for amendments and additions to the Constitution, as well as for draft laws.

“It is expected that consideration in three readings will improve the quality, speed of adoption, and overall effectiveness of these laws,” Beknazarov noted.

Currently, draft laws are reviewed in the first and second readings in the Mazhilis, after which they are sent to the Senate. If revisions are required, Senate deputies have the right to return the draft law to the Mazhilis for reconsideration. Once approved by the Mazhilis, the law is submitted to the President for signature.
Earlier, at the fifth session of the National Kurultai in Kyzylorda, Kassym-Jomart Tokayev announced that Kazakhstan’s Parliament would be renamed. Presenting key proposals of the parliamentary reform working group, the President suggested the new name — Kurultai.
The Head of State also said that the new Parliament will have fewer deputies than it does now. According to the working group’s decision, the presidential quota and the quota of the Assembly of the People of Kazakhstan are expected to be abolished. In addition, deputies are proposed to be granted expanded powers.
