Report blasts Baltimore police over racial bias, excessive use of force

BALTIMORE — The Justice Department and Baltimore police agreed to negotiate court-enforceable reforms after a scathing federal report released Wednesday criticized officers for using excessive force and routinely discriminating against blacks.
