Graham asks DOJ to explain delay in implementing law that could save police lives

WASHINGTON — U.S. Sen. Lindsey Graham wants to know why the Justice Department is lagging in implementation of a 2015 law to streamline communications when a police officer has been killed, injured or threatened on the job.
