Haley: North Carolinians fueling gas shortages in S.C. border counties

COLUMBIA -- Gov. Nikki Haley said Tuesday the need for a state of emergency declaration due to the Colonial Pipeline rupture is not needed at this time since gasoline continues to flow into the state.
