WASHINGTON (AP) — The Obama administration said Friday that between 64 and 116 civilians have been killed by drone and other U.S. strikes in Pakistan, Yemen and Africa since President Barack Obama took office in 2009.

But the administration's first such public assessment put the civilian death toll significantly lower than estimates by various human rights groups. These range as high as 1,100 killed.

Woman on FBI's top 10 fugitive list captured in North Carolina

Shanika Minor, 24, was captured by sheriff's deputies at a Fayetteville, North Carolina, motel near an airport at about 1:30 a.m., the FBI's Milwaukee office said in a statement. Deputies located Minor after someone called the FBI's public tip line with information about her whereabouts, the FBI said. Minor, who is being temporarily held at the Cumberland County Detention Center in Fayetteville, faces a top charge of intentional homicide, the FBI said.
