A woman stumbled upon the remains Thursday about 6:30 p.m. following an argument with a friend, who had thrown the woman’s cell phone over a chain-link fence near Moorpark and Richmond avenues, according to Officer Ross Lee, a California Highway Patrol spokesman.
Because the remains were located on the highway side of the fence, Lee said, CHP took over the investigation.
