El Salvador arresting negotiators of now defunct gang treaty

SAN SALVADOR, El Salvador - El Salvador's Attorney General's Office says arrest warrants have been issued for 21 people tied to a 2012 gang treaty that temporarily lowered the country's homicide rate.
