KANSAS CITY, Mo. (AP) — Proponents of raising Missouri's lowest-in-the-nation cigarette taxes submitted petitions Saturday in hopes of getting the constitutional amendment on the November ballot, saying the revenue would help fund early childhood education and health care causes.
