House to consider impeachment of I.R.S. chief at misconduct hearing Tuesday

WASHINGTON, May 23 (UPI) -- When the U.S. House meets to discuss allegations against IRS chief John Koskinen Tuesday, it's also expected to consider action it hasn't taken in 140 years.
