Tax unhealthy habits and fund bicycle paths

Cylcists are taxed with a fine for "high-risk and stupid behaviour". Why haven't we introduced a "fat tax" on soft drinks and sugary food? Surely eating these foods is "high risk and stupid behaviour"?
