The decision made by the International Association of Athletics Federation (IAAF) to allow World Anti-Doping Agency's (WADA) informant Yulia Stepanova to compete in international competitions is unjust, ex-head of the All-Russia Athletic Federation (ARAF) Valentin Balakhnichev said Friday.
