Police thwart kidnapping of millionaire after stumbling on alleged plot

York Regional Police investigators conducting covert surveillance aimed at cracking an entirely different case stumbled on a crime ring allegedly involving a plan to dress like police officers to kidnap and rob a millionaire, a source tells CBC Toronto.
