Russell City Council passes a ban on skateboarding

According to the ordinance, anyone caught skateboarding on public sidewalks, streets or parking lots will face a citation.

Councilman Butch Meadows, who abstained from the final vote, says it's pretty harsh to tell skaters they can't ride anywhere.
