HC asks petitioner to prove he is not defaulter

Before moving ahead with a PIL demanding curb on illegal commercial use of residential buildings and plots in the state capital, Gujarat high court on Wednesday asked former IPS officer J K Champavat to establish that he is not violating any building bye-laws in Gandhinagar.
