As of July 1, 2025, Azerbaijan’s foreign public debt stood at $5.01 billion, accounting for 6.5 percent of the projected GDP. Of this, 41.9 percent was raised by the Ministry of Finance to cover the budget deficit, while 58.1 percent came from other government bodies for program and project financing.
