Kurt Volker, the former special envoy to Ukraine, disputed Ambassador William Taylor's description of an "irregular" channel dictating policy on Ukraine. "I don't agree with his characterization of that," Taylor said, noting that some members of the channel were U.S. officials with significant experience in Ukraine.
