Tim Morrison, the outgoing senior director of European and Russian affairs at the National Security Council, said NSC legal counsel John Eisenberg told him the summary of the president's July 25 call had been placed in a highly secure server. Morrison said Eisenberg told him that the placement was an "administrative error" and a "mistake."
