Cruise Can Test Rider-Only Robotaxi Rides In California For No Fee

Cruise gets to give real robotaxi rides (if they are ready.) But they can't charge, and Waymo isn't even trying yet until they can charge, since that's where a lot is to be learned. Why is the PUC forbidding it?
