Kaplan restricts backyard chickens and birds with new ordinance

KAPLAN, La. (KLFY) - The City of Kaplan is implementing stricter regulations on backyard chickens and other domestic birds following the passage of a new city ordinance.

The Kaplan City Council recently approved an ordinance that limits the number of birds residents can own and establishes new requirements for their care and housing.

Under the new rules, residents living within city limits will be allowed to keep a maximum of five domestic birds, including chickens, ducks, and other fowl. Of those, no more than two may be roosters or other male birds.

City leaders said this restriction is designed to address noise complaints caused by early morning crowing and similar disturbances that have affected residents across the community.

In addition to limiting the number of birds, the ordinance sets standards for housing and sanitation. Poultry must be kept in a secure coop at night and in a fenced run during the day. Coops must be located at least four feet away from property lines and maintained in a clean, sanitary condition at all times.

City officials aim for the ordinance to promote responsible ownership while maintaining clean and quiet neighborhoods. Violations of the new ordinance may result in fines of up to $200 per offense.

The ordinance will take effect 20 days after its adoption by the Kaplan City Council. Residents are encouraged to review the new regulations below to ensure compliance before adding or maintaining birds on their property.
