Vision 2040 will guide Riley County development for decades
MANHATTAN (KSNT) - Riley County is seeking community input for a plan that will guide land use and development in the area for the next 20 years.
Vision 2040, also known as the Riley County Together comprehensive plan, will replace Riley County's Vision 2025 plan and will serve as a guide when considering zoning and other major developments, according to county documents.
Over 700 residents contributed to the plan alongside a 50-member Comprehensive Plan Committee that was composed of residents, local officials and organizational partners. The plan prioritizes six main areas: housing, agriculture/land use, economic development, parks and recreation, infrastructure and health.
"Riley County Vision 2040 provides a roadmap for how the County can grow with intention—protecting what makes it special while embracing innovation and opportunity. It positions Riley County to adapt to new economic and environmental challenges, guide responsible development, and enhance quality of life for all who live and work here. This plan is both a blueprint and an invitation—to think boldly, act collaboratively, and ensure that the values shaping today’s decisions continue to define the County’s future."

The current plan, Vision 2025, adopted in 2009, has an emphasis on the preservation of agricultural land. The plan is the principal reference when considering zoning, subdivision plats, development and major improvement items, according to the Vision 2025 overview.
The most recent draft for Vision 2040 will be shared with the Riley County Planning Board on Nov. 10 and with the Manhattan Urban Area Planning Board on Nov. 17.
A community workshop to review the plan will be held from 6 p.m. to 8 p.m. on Wednesday, Nov. 12, at Pottorf Hall, 1710 Avery Ave. in Manhattan. The final plan is expected to be presented to the Board of County Commissioners by December 2025, according to the county website.
